ActuallyLooks like a stab at not ONLY arabic dictators. The beard says Bin Laden but the hair says Kim Jong Il. I think the Dictator is meant to be a parody of all those guys. He's following the example of Charlie Chaplin in this way. I hope it's just as funny, although Cohen can be a hit or miss.
